Development

The City of North Oaks, located in the Northern suburbs of St. Paul/Minneapolis, is a carefully planned community by the descendants of James J. Hill. The community is known for its trails, beautiful natural settings, privacy, and unique family friendly community. The majority of the land within the City of North Oaks has been owned and developed by the North Oaks Company, which is a private development company owned by members of the Hill Family.

Long range strategic documents called the Planned Development Agreement (PDA) and East Oaks Planned Unit Development Agreements (PUD), outline what can be built within the City of North Oaks.  These guiding documents outline that all roads are to be private roads, with residents owning to center of roads, and specify guidelines on type, location, size of properties to be built. Due to the private nature of the roads, all road maintenance, trails and recreation programs to fall under North Oaks Homeowners Association. (NOHOA).  The City of North Oaks does not own any property and does not have a public works department. 

As of 11/30/2023, the development allowed under these agreements between the North Oaks Company (developer), City of North Oaks and Homeowners Association is nearing completion of the final phases.  Refer to the documents on the tabs to the left for detail.
